I have recently encountered an amazing instance of sewage pollution in one midhudson city. I imagine there are scenes like these (see link) in every city and village in the six counties. The municipal authorities replied to the DEC inspectors, when they came to call, " we fixed it, now all is well". Same conditions continue. The real solution in Middletown is a thoroughgoing watershed plan with stream restoration. It would cost tens of millions. How can we reach that level of remediation? How do we achieve change that would address Monhagen Brook's century-long abuse?
