OK, kind of cheating to answer a question with a question, but there are people and tools out there already...e.g. http://www.usda.gov/maps/maps/kyfcompassmap.htm, http://www.hvfoodnetwork.com, WESPAC Food Justice initiative.... easily googled.. It would be nice if somebody could work on a comprehensive index. Or maybe somebody already has? I don't know that they all qualify as "best practices", but this existing activity seems could "inform the regional planning effort". Can we create some sort of association to leverage?
